"Qatar is a tiny oil producer - accounting for less than two percent of the cartel's output - but it is one of the world's largest LNG producers and as such membership of OPEC doesn't really deliver the benefits that it does to other member nations", Kelty added.
The Organization of the Petroleum Exporting Countries meets on December 6 to decide output policy.
"They are not a big producer, but have played a big part in [Opec's] history", one Opec source said.
Meanwhile, oil prices soared on Monday after Russian Federation and Saudi Arabia renewed their agreement to cap output, while the United States and China agreed not to impose any new tariffs during a 90-day period during which the two sides are to negotiate a detailed agreement.
In April, Saudi Foreign Minister Adel al-Jubeir said Qatar "would fall in less than a week" if it were not for the United States al-Udeid base there.
