Mandatory evacuations began to go into effect for coastal areas of North Carolina, especially the Outer Banks, on Monday, as the coast braced for heavy rains, storm surge and the potential for tornadoes.
"On the forecast track, the center of Florence will approach the coasts of North and SC later [Thursday night], then move near or over the coast of southern North Carolina and northeastern SC in the hurricane warning area on Friday", the NHC said. Hugo was among the most intense, which made landfall in SC as a Category 4 with 140-mph winds.

The storm is expected to reach SC and North Carolina later this week.
On Monday, Gov. Cooper asked for a Federal Disaster Declaration for the state.

Olivia, now a Category 1 hurricane with sustained winds of 85 miles per hour, is forecast to weaken and approach Hawaii as a tropical storm Tuesday night into Wednesday. Residents and visitors in popular tourist spots such as Duck and Corolla faced a Tuesday deadline. In the six decades since then, many thousands of people have moved to the coast.
"We do not want to risk one SC life in this hurricane", Gov. Henry McMaster told a news conference. The order applies to all eight counties along the coast: Jasper, Beaufort, Colleton, Charleston, Dorchester, Georgetown, Horry and Berkeley counties.
Concerns about the monster storm extended even into Virginia.
Evacuation shelter locations for those evacuating from the state's northern and central coastal counties will be available on scemd.org, McMaster said.
The Post and Courier reports: "The evacuations covers some areas inland prone to flooding, including Berkeley County and parts of Dorchester County".

Wilmington's National Weather Service Warning Coordination Meteorologist Steven Pfaff has been hard at work updating the local community on what to expect with this storm.
"The bottom line is that there is high confidence that Florence will be a large and extremely unsafe hurricane, regardless of its exact intensity", the hurricane center said.
Helene is expected to become a major hurricane by Monday night, but forecasters say it will weaken by late Tuesday. Maximum sustained winds are near 75 miles per hour.
During a typical Atlantic hurricane season, the bulk of hurricanes are steered by a high-pressure system that sits around Bermuda.
Risky surf and rip currents are already occurring along the East Coast and will continue through the weekend.
The National Hurricane Center warned that Florence was forecast to linger over the Carolinas once it reaches shore. Obviously it's a big storm with high winds.
"This is very scary rain event potentially setting up this week", Rossi said. This could cause disastrous flooding in several areas.
"The bottom line is that there is increasing confidence that Florence will be a large and extremely risky hurricane, regardless of its exact intensity", he said.
"Start now, and prepare your families and your homes", he said Monday".
A wind pattern that allows a storm to get strong and stay strong. "The best safety plan is preparation and common sense".
A warm ocean is the fuel that powers hurricanes, and Florence will be moving over waters where temperatures are peaking near 85 degrees (30 Celsius), he wrote.
Hurricane Isaac continues to move west and is expected to reach the eastern Caribbean Sea by Thursday.
