Earlier Tuesday, President Donald Trump directed the USA flag to "be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its territories and possessions" until sunset.
Spokeswoman Sarah Huckabee Sanders said Trump ordered the flags to be lowered on Tuesday one day after the mayor of Annapolis, Gavin Buckley, said he turned down the request.
The White House said Mr Trump ordered the flags lowered as soon as he learned of the Annapolis mayor's request.
Buckley said Monday afternoon he was informed by Maryland Rep. John Sarbanes of the decision turning down the mayor's request.
Trump's proclamation lowers the flags until sundown on July 3.
