"Many have inquired about a viral video from Saturday that shows two children being transported in pet kennels", the department said.
Cheeks, 62 has been charged with two counts of child endangerment.
The news station wrote that the two children told police they were hot in the kennels as there were no vents in the back of the auto, and temperatures soared to over 30 degrees celsius (86F).
In the video, a child is seen climbing out of the trunk of the vehicle from the kennel, according to Cleveland 19 News. "I couldn't see her actually doing that", said Skylarr Blake, who lives doors down from Cheeks. Neighbors are shocked. They say Leimome Cheeks is a very nice woman and they can't believe she did something like this.
She allegedly told police that she would check on the children periodically and "later removed them from the kennel and put them in the rear seats of her vehicle", the affidavit read.
The children, aged seven and eight, told officers it was extremely hot in the back of the truck, with temperatures reaching 95 degrees.

An investigation has been launched by Children Services and Memphis Police.
The 62-year-old was being held Sunday at Shelby County Jail. She has been arrested for child endangerment.
Cheeks is scheduled to appear in court Monday morning.
