The 2-year-old Akron girl who died after she was found outside in the cold has been identified as Wynter Parker.
AN Ohio mother discovered her two-year-old daughter frozen to death in the snow after she crawled out of the house in -11C temperature.
"Obviously, this is still under investigation to see if there is any wrongdoing on behalf of the parents", Lieutenant Rick Edwards said.
"You're gonna carefully tilt the head back, you're gonna pinch her nose closed and completely cover her mouth with your mouth and blow two regular breaths into the lungs", said the dispatcher, trying to give mouth-to-mouth resuscitation instructions, on the 911 call obtained by FOX8.
The girl's mother frantically called 911 around 3:30 p.m., screaming that her daughter was freezing outside on the porch. While most never expected something like this to occur, one woman says she often saw the children outside and had to bring them home to their mother a few times.
"I cried because I just don't understand how a 2-year-old could be outside and you not know", Crystal Lucas told Fox affiliate WJW. When asked how long the girl had been outside the mother said that she didn't know.

The mother had been away from the house for about two hours, police said.
When authorities knocked on her door, Lucas says she recalls being anxious before bursting into tears.
Neighbors also said they occasionally heard people arguing outside of the apartment, according to Kron4. The Summit County Medical Examiner will conduct an autopsy.
It remained unclear how the child was able to exit the family home, presumably open a locked front door and end up on the front porch.
Adding, 'It's just a very sad situation.
