The charges come after forensic investigators said they found the dismembered skeletal remains of at least three men in large planters sitting in the back yard of a home in the quiet Toronto neighborhood of Leaside.
Police have or plan to search about 30 properties where McArthur landscaped.
"It's... an alleged serial killer, and he's taken some steps to cover his tracks, and we have to uncover these victims and identify these victims and hopefully get some good news, or some closing news, to these families", Idsinga said. They said they were planning to excavate at two locations "where people might be buried", but said they did not know what, if anything, they might find.
The police will also have to reckon with the identities of the known victims to date.
Idsinga says police believe there were more victims, but have no idea how many.
Lisowick, police say, was never reported missing.
The investigation is still active and police hope to speak with any homeowners on whose properties McArthur may have worked.
"We've never seen anything quite like this with the number of crime scenes that we have to process", Idsinga said.

They believe Lisowick was killed in 2016 or 2017.
"We don't know what his exact relationship with Mr. Esen was leading up to the (alleged) murder, whether he had just met him that day or whether he had known him for some time, we just don't know that yet", Idsinga said.
"It encompasses more than the gay community. I'd call it an unprecedented type of investigation", Idsinga said. He denies that there is evidence suggesting a serial killer is walking the streets of Toronto.
Police in Canada's largest city of Toronto on Monday accused a landscaper of murdering five people and placing their dead bodies in large planters on his clients' properties across the city in an "unprecedented" case. Although McArthur didn't live there, he did landscaping work for the couple who lived at the property and stored equipment there.
Sooner or later, Toronto police will have to explain how an alleged serial killer was able to prowl Toronto for years while missing-persons posters spread across the Village.
June 26, 2017 - Andrew Kinsman, 49, is reported missing from the area of Parliament and Winchester streets.
The 58-year-old Toronto man was reported missing in October 2012.
Idsinga also confirmed that McArthur was first identified as a suspect in September in connection with Kinsman's disappearance. Mahmudi was reported missing in 2015.
